Because all other countries are against Ukraine inclusion in the alliance without a solution to the crisis in Ukraine. Russia has been expelled from the alliance in 2014 for alleged Crimea capture from Ukraine. Earlier, G-Seven was 'G-Eight'.
Meanwhile, when leaders of the G-Seven coalition were 'quarrelling' on trade, at the same time welcomed Russian President Vladimir Putin in Beijing, Chinese President Shi Chinping.
